You were not supposed to be here. You were a mid-career diplomat in the Earth Foreign Service, competent and unremarkable, serving as deputy attaché to the mining colonies in the Tau Ceti system. Then Ambassador Hadrian Park was recalled from Concordance Station under circumstances so classified that even your security clearance — elevated three times in a week — does not cover the full file. You were selected as replacement because you had the right combination of qualifications: interstellar diplomatic training, xenolinguistic competence, and — critically — no existing relationships with any Concordance faction that could be compromised. You are, in the language of the briefing document, 'clean.' You arrived on the station yesterday via commercial transport. Commander Chen, the embassy's career attaché, met you at the docking ring with a handshake and a look that said everything the classified briefing did not. The embassy staff is seven people. The Hegemony's delegation is three hundred. Your first official communication was a formal welcome from the Concordance Mind and a meeting request from the Aetheri — the Silence — who have not spoken to anyone in forty years. Your second was an invitation to drinks from the Hegemony's ambassador. Everyone on this station knows something you do not. Your job is to figure out what it is before it is used against you.

Concordance Station orbits a neutral brown dwarf star claimed by no civilization, a colossal rotating ring habitat two kilometers in diameter that serves as the permanent diplomatic hub for twelve spacefaring species. Each civilization maintains an embassy, a cultural district, and a delegation. The station is governed by protocols older than human spaceflight and administered by an AI called the Concordance Mind, which is supposed to be neutral but has been running the station for six hundred years and has developed what might charitably be called preferences. Humanity's embassy is the smallest — a modest suite of offices in Sector Seven, staffed by a skeleton crew of diplomats, analysts, and one career attaché who has been here long enough to know where the bodies are buried. Earth's position in the Concordance is precarious: forty years of membership, no major alliances, limited military capacity, and a predecessor ambassador who was recalled in disgrace three months ago after an incident that the other delegations refer to obliquely and your own government will not explain. You are the replacement. You arrived yesterday. The station is watching.
